8th Pay Commission: The hearts of central government workers and retirees race every year as budget season draws near. The rationale is obvious: actions made by the government at this time have a direct bearing on their day-to-day existence and financial stability in the future.

The fiscal year 2026–2027 budget is fostering a similar environment. This time, only one subject is being discussed: is it possible to combine the Dearness Allowance (DA) with the base pay prior to the 8th Pay Commission’s implementation?

Since the 7th Pay Commission’s mandate expired on December 31, 2025, and the DA rise for January to June 2026 will be the first outside of the commission’s jurisdiction, this question has become especially crucial.

Why is the 8th Pay Commission delayed?

Although the 8th Pay Commission is a lengthy procedure, discussions about it have been going on for a while. The preparation of a pay commission’s report usually takes a year and a half. The government then reviews the report, gets cabinet approval, and starts putting the suggestions into practice. Additionally, this requires at least six months.

Because of this, it is thought that the 8th Pay Commission’s proposals are unlikely to be put into effect before the end of 2027. In the meantime, in order to give workers and pensioners temporary relief, employee unions have called for the present 58 percent DA to be combined with basic pay.

What is the government’s stance?

The government has clearly stated where it stands on this demand. The government said in a written response to Parliament that no plan to combine DA with basic pay is presently being considered. Every six months, the government claims that the goal of DA and Dearness Relief (DR) is to lessen the effects of growing inflation. The government thinks that the base of the inflation index will need to be altered in the future if the DA (Dearness Allowance) is combined with basic pay. This might eventually result in lower DA rates, which would be bad for workers.

Employee Organisations’ Argument

Employee organisations have a different viewpoint on this matter. They contend that the basic salary will inevitably rise if the DA and basic pay are combined. Transport allowance, HRA (House Rent Allowance), and other allowances will be directly impacted by this. Additionally, it will help with pension calculations. Additionally, the organisations contend that the present DA should be incorporated into basic pay as a temporary relief measure because it does not accurately reflect inflation.

In 2004, 50% DA was combined with the base pay under this regulation. The 6th Pay Commission, however, disapproved of this arrangement. The panel thought that integrating the DA with basic pay would necessitate altering the inflation index’s structure, which would have an impact on DA rates in the future. The 6th and later commissions did not advise DA merger because of this.

What Lies Ahead for Employees

The likelihood of combining the DA with basic pay in the near future appears quite slim given the current circumstances. Until the 8th Pay Commission is put into effect, employees and pensioners will have to rely on the DA rise they receive every six months because the government is unwavering in its position. Everyone will be keeping an eye on the budget, though, to see if any fresh announcements are made.
